Historically, zoonotic transmission has been a much more common cause of epidemics than laboratory leaks.

The development of new technologies can make past base rates irrelevant. For example, before 1945, every explosion greater than 10 kilotons was caused by a meteorite. Genetic engineering which makes it possible to artificially create more infectious and virulent viruses is a similar game changer.
